应交通运输学院院长赵胜川教授邀请,乔治·华盛顿大学Steven J. Balla副教授于11月3日访问我院。Steven J. Balla副教授是公共政策、公共管理和国际事务方面的著名专家,现任南开大学富布莱特学者,在实践和理论相结合的研究和教学上具有丰富的经验。在访问期间,Steven J. Balla副教授在我院举办了两场分别题为“Citizen Participation in U.S. Policymaking: Who Participates? Does It Matter?”和“Technology and Political Participation in China: Does the Internet Change Everything or Nothing at All?”的精彩学术讲座。
讲座期间,Steven J. Balla副教授先引用2015年7月美国国家公路交通安全管理局(NHTSA)对于缓解后方钻撞事故的提议条例,对美国常见的制定公共政策的方法和美国公民参与政策制定的过程进行了详细的解释,深入浅出的讲解,让参与讲座的师生受益匪浅。随后的讲座,Steven J. Balla副教授还对中国技术和政策调控的环境下,互联网是否改变了中国的社会进行了讨论,并与在场的交通运输学院、建筑与艺术学院以及人文与社会科学学部的师生们热情交流、互动,讲座在愉快的气氛中圆满结束。

附主讲人简介:
Steven J. Balla is Associate Professor of Political Science, Public Policy and Public Administration, and International Affairs at The George Washington University in Washington, DC.
He received his Ph.D. from Duke University. The central focus of his research is the structure and process of policy making in China and the United States. He is specifically interested in the ways in which public officials solicit feedback on policy proposals from individuals and organizations outside of government, as well as the nature of the feedback that is received and the responsiveness of decision makers to this feedback. He has published articles in such journals as the American Political Science Review, American Journal of Political Science, Journal of Law, Economics and Organization,Journal of Public Policy, and Journal of Public Administration Research and Theory. He is the co-author (with William T. Gormley, Jr.) of Bureaucracy and Democracy: Accountability and Performance (CQ Press). He is the co-editor (with Martin Lodge and Edward C. Page) of The Oxford Handbook of Classics in Public Policy and Administration. He is currently serving as a Fulbright Scholar at the Nankai University Zhou Enlai School of Government. During the 2008-2009 academic year, he served as a Fulbright Scholar at the Peking University School of Government.
